Latency or 502 errors seen when accessing Windows 2016 Server backends (with Mellanox network drivers) through the Load Balancer (Doc ID 2801418.1)

Symptoms

Experienced latency or eventual 502 Bad Gateway errors when accessing Windows 2016 Servers through the Load Balancer.  Packet captures at the load balancer show TCP Dup ACKs being sent due to possible out of order processing on the backends.  This leads to an eventual RST from the backend to close the connection, which will appear as "Connection closed abruptly" in the Load Balancer error logs.
