Why Job Withdraw Accruals and Balances does not kick off any child processes, even though it is configured to use multi-threading?

The job seems to process the records in a single process, which means it takes significantly longer.

Expectation is this should kick off the child processes as per the configuration (like Evaluate Absence, Calculate Accruals and Balances, etc.).
