D3-ReadingChgNotifRequest.xsl expects , but it is only provided by LG Headend (HE) if their default packet includes kw demand.
On your system this is not the case and it causes an Exception (message lost and not posted to Meter Solution Cloud Service (MSCS)).

It is expected that the kWDateTime should not be required.

It 's falling with this message because kWDateTime is not in the incoming payload because LG does not request kw from the meter:
