Symptoms

On : 11.13.21.04.0 version, Capture and Process Cost

ACTUAL BEHAVIOR

PPA's not generated for deleted time entries

TImecard adjustments not imported to Projects

STEPS

The issue can be reproduced at will with the following steps:
1. Emp#: NNN has entered time for WE 06/19, 06/26 & 07/03 and they got Approved.
2. Projects Team ran the Import Cost Process and they got created the attached cost entries."ProjectCostEntries_65790.xls"
3. And they did generate the billing for this (Contract#: CNNN, Invoice#: n)
4. After this, HR team has deleted the above timecards for WE 06/19, 06/26 & 07/03 from OTL.
5. When Projects Team ran the Import Cost Process it didn't geenrate the Adjustments.
