Symptoms
Using APEX in Autonomous Database or in APEX Application Development cloud service.
Invoking the substitution string APP_USER sometimes returns an incorrect value.
For example: It may return the username from the previous session.
Issue is intermittent, but has been observed to reproduce more often if user logs out and then login as another user.
Also, issue is likely to not reproduce if user hasn't login to APEX for several hours. The tests must be done as several
users in the same browser within a time window.
