IB Shipment - Receive Entire Shipment Taking Excessively Long

We are conducting some cut over process testing for our upcoming go live of a new site. To bring inventory in, we are using IB Shipments and receive entire shipment. However it is taking exceptionally long to process.  We had four sites go live and we used this same process (see below for example times). These times were respectable and what we encountered as we were testing in all 3 environments.

Fac1 - 12,820 LPNs in 1 hr 26 mins 7 sec
Fac2 - 10,602 LPNs in 1 hr 9 mins 17 sec
Fac3 - 9,536 LPNs in 1 hr 24 mins 24 sec
Fac4 - 9,113 LPNs in 1 hr 17 mins 44 sec

With the current receipt in the above sites it has been running for 17 hours, 15 minutes, and 11 seconds and only received 4914 LPNs. What has changed to cause such a drastic shift in time of inbound receipt?
