DV Connection Fails To On-Prem Database Over PAC

Symptoms
Intention was to replace RDG database connection with PAC, but the OAC_DV connection is failing over newly deployed PAC.
(RDG was shutdown prior to testing the new direct OAC-PAC connection to the OnPrem database).
The Private-Access-Channel Console connection worked for Analytics, but failed when trying to create a DV connection.
The DV connection attempt seemed to freeze in progress and never recover, or times out with error message like:
[nQSError: 60009] The user request exceeded the maximum query governing execution time.
[JDSError : 4097] Runtime error: Error Code: 603Not able to process requests as no agents are connected, please connect agents and try again.
A full restart was performed, but this did not correct the DV-PAC connection issue.
