Symptoms

Unable to install Oracle Analytics Client Tools 6.2.0 on OCI Windows Server 2016 Instance

Customer is trying to install the Oracle Analytics Cloud Client Tools 6.2.0 software on the Windows Server 2016 box. The boxes are on OCI. Customer can download the zip/executable but when try to run it the Windows icon spins for a second then nothing happens.

Customer was able to install other software on the box, so it can take software installs. Customer tried to "Run as administrator" to no avail.
