Unable To Make Subclass Filtered UDA Mandatory (Doc ID 2809664.1)

Goal

A UDA is enabled for a specific dept/class/subclass.

Every item in that subclass has a value for the UDA but when attempting to make it mandatory it fails and reports there are items that have no value.

Is this the expected behaviour? why can't you make it mandatory if every item in that subclass has a value?

Steps to reproduce:
------------------------
1) Define a UDA to be enabled for dept/class/subclass
2) Assign value to all items in that subclass
3) Make UDA mandatory
