Symptoms
The following error is encountered while creating Physical Inventory count using Oracle Visual Builder
ERROR

"You must enter at least one subinventory because you have selected to count specific subinventories. (INV-2415719) (INV:::INV_CNT_ATLEAST_ONE_SUBINV)"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open Visual Builder
2. select allow all subinventories = Specific
3. Enter other information.
4. Upload > error
