Create a mapping between the asset location and HR location ends in a warning.

oracle.jbo.AttrSetValException: JBO-FND:::FND_CMN_REC_COMB_VALS_EXST: A record with this combination of values already exists.

The issue can be reproduced at will with the following steps:
1. Navigate to “Setup and Maintenance” and search for the task “Update Fixed Assets Configuration in Spreadsheet”, and download the spreadsheet.
2. Enter the asset location and HR location code in the “Location Mapping worksheet”, and upload the generated .csv file in the File Export Import page.
3. Run the “Upload Fixed Assets Configuration “process from the Scheduled Processes page.
