FCCS: Consolidation Completed Succesfully but one Entity Stays at System Changed Status (Doc ID 2811953.1)

Symptoms

Consolidation completes with no errors.  When looking at the Data Status form can see that all entities that were consolidated changed to OK Status except for one which is set to System Changed.
