Goal

In case of xordermod for an approved order, OTB_EOW cannot be modified.
So even if, new OTB_EOW is being passed in the input message, system will ignore it and use the old date on the ordhead to perform the validation against not_before_date.
This behavior is consistent with the UI design where in USER will not be able to save the new not_before_date having a value less than the OTB_EOW(which is non-editable for approved order) date when editing an approved order.
