Users Who Have Permissions do not See SOV Records in Some Shells (Doc ID 2813880.1)

Symptoms

On : Unifier Any Version

ACTUAL BEHAVIOR
---------------

Users and administrators are unable Schedule of Values (SOV) records.  They do have permissions to view SOV records.

EXPECTED BEHAVIOR
-----------------------

If a user has permission to view the schedule of value records, then they should see them in the log.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Log in to Unifier
  2. Navigate to Shell > Cost Manager > Schedule of Values
  3. Notice no records are listed.
