Symptoms

ACTUAL BEHAVIOR
---------------
Users and administrators are unable Schedule of Values (SOV) records. They do have permissions to view SOV records.
EXPECTED BEHAVIOR
-----------------------
If a user has permission to view the schedule of value records, then they should see them in the log.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log in to Unifier
- Navigate to Shell > Cost Manager > Schedule of Values
- Notice no records are listed.
