Symptoms

CO didn't trigger when performed bulk update on item attributes with change order rule set configuration

In Edit Item Batch Option, Change order was set to 'One per Item Class '

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Edit item attributes in a spreadsheet option is selected & the configured import map is chosen
2. Item attributes are updated and while uploading the changes, below options were chosen:
a. Change Order - one per item batch
b. Change Order Type is also selected
3. The scheduled process ran into error due to the change order rule set in place
