BDA cluster restart fails to restart Impala due to, "[<IP>:29000] java.net.BindException: Address already in use;"

The impala logs report:

Problem binding to [<IP>:29000] java.net.BindException: Address already in use;

This may be seen during a Mammoth upgrade, at Step 8, Cleaning up Install, during the cluster restart.
