Order Movement Is Not Splitting To Fill Consol Buy Shipments (Doc ID 2816210.1)

Symptoms

Multiple Consol Shipments are created and available.

When using the Consol Itinerary to plan,  and the Order Release that exceeds the capacity of the equipment thus requires multiple equiptment/shipments to be created.

The planning fails on the Console Leg as it does not permit the splitting across mutliple (available) Consol Shipments.
