When attempting to merge a candidate with an employee after moving to HR, merge fails

"Merge Operation Failed"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. There is a candidate who has the same Date of birth, Fiscal code, First and Last name of an existing employee
2. Candidate has been moved to offer phase. A candidate duplicate check has been done and no matching were found.
3. Candidate has been moved to HR and system detect a possible duplicate among employees
4. The merge operation was initiated by clicking the "Merge" button, however the system reported this error.

The issue has the following business impact:
Due to this issue, users cannot finalize Recruiting process in case of duplicate candidates who match with existing employees.
