Quantity Based Tax Rate Does Not Allow To Create New Record For Distinct UOM (Doc ID 2819097.1)

Symptoms

On : 11.13.21.07.0 version:

When user tries to use same tax rate for items with different UOM, the quantity based Tax rate creation fails with an error. 

E.g. user can successfully create the first record for Liters UOM but whenever they try to add another record for another UOM, it throws error.

Enter effective periods that don't overlap. (ZX-885517)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create new Tax rate 

2. Crate tax rate period record for one UOM

3. Create tax rate period record for second UOM

4. Notice the error message.
