Cannot Approve Order - Using Purchase Order Management Service (Doc ID 2820389.1)

Symptoms

Using Purchase Order Management Service to create an Order with an Approved status, the message fails with the following fault string:
"Cannot approve this order.".
The same message appears when creating the Order in Worksheet status.

The issue can be reproduced at with the following steps:
1.  Use a SOAP Service for PurchaseOrderManagementService
2.  Send the message to try to create an Order in Approved status.
