Symptoms

Selecting a GTM Transaction line, and action it with "Assign License" errors with the following error:

Steps followed:
1. select a Transaction line
2. Navigate to Actions > Manage Licenses > Assign License
The error is given
Note the error is given in both UI when doing assign license action on a transaction line
or via the same action in an agent
