User cannot select process for filter on My Task Process page

Symptoms
On PCS page ( My Tasks -> Processes -> Show Filters -> Process -> All Processes), certain process names in the "All Processes" list are grayed out, and these grayed-out processes will not be displayed as selected processes under "Processes". The user cannot select such process for filtering.
