Cannot upload Encrypted File to Oracle Content Management Cloud Service (Doc ID 2821277.1)

Symptoms

Users are finding they are unable to upload encrypted files to their Oracle Content Management Content service.  Non-encrypted files upload without any issues.  Users see the following error when attempting to upload encrypted files:   

The response is following one:
"errorMessage": "Content item <filename> was not successfully checked in. Unable to checkin file <filename>. Virus scanner returned 'ENCRYPTED'.

How does a user upload this sort of file?
