Documentation states "Work order activities are required for each item when a transfer contains a finisher." However the system allows Transfers with Finishers to be approved even when no workorder has been added.

EXPECTED BEHAVIOR

Work order activities are required for each item when a transfer contains a finisher so this should not be approved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a Transfer via an internal or external finisher
2. Add item details to the Transfer but don't add any workorder
3. Submit and approve the Transfer
4. MCS authorizes the approval of the transfer even though no workorder exists to send out to the finisher

Can you confirm if work orders should be mandatory and if the user should be prompted to attach one when submitting a transfer with finisher for approval?
