Symptoms

When leaving the "Emergency purchase order number required" Checkbox Unchecked on a PR and going to Manage Approvals, the following Error is observed:

  Error:
  -----------------
  The approval history can't be displayed because this task couldn't be assigned to any approver
  Ruleset didnt return any results. Reconfigure the conditions in the rule set PreApprovalHeaderHierarchyRuies for the task ReqApproval so that approvers are found. Model the ruleset so that It returns a list builder specification.

Steps to Reproduce
1. Create PR
2. Leave "Emergency purchase order number required" Unchecked
3. Go to Manage Approvals
4. Error
