On : 11.13.21.07.0 version, .Manage Compensation

ACTUAL BEHAVIOR
---------------
When the line manager submits a worksheet for approval, the approver receives the notification and clicks on it, an error occurs. Same error occurs when attempting to approve/reject the notification.

ERROR:
------------
ORA-01722: invalid number

EXPECTED BEHAVIOR
-----------------------
Expected to be able to approve/reject notification without any issue

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as a manager and navigate to my team> compensation.
2. Click Submit for Approval > Submit
3. The approver logins and clicks on Bell notification.
