FRS/ Smart View Reports Not Showing Balances When Selecting Quarterly Or Yearly Period Amount Type (Doc ID 2826987.1)

On : 11.13.21.10.0 version, GL Reports & Inquire Screens

ACTUAL BEHAVIOR
---------------
Users are not able to see balances on an FRS report when selecting QTR or YTD as Amount Type, the column shows a .- ;  but when drilling down on it, the inquire does show the correct balances.

EXPECTED BEHAVIOR
-----------------------
The FRS report should behave consistently between users with the very same DAS assigned and the balance shown in FRS should match the inquire and detail balances.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have 2 user with the same DAS
2. One user is able to see all balances on the reports for QTR and YTD and period balance
3. Another user run the same report for the same period and is able to see balances on the reports for period but the report shows ._ for QTR and YTD
4. Drill down on the ._ for one account and the QTR and the inquire does show the correct balances as shown for the first user.
