Users Do Not Receive the Customized Email Template When Records Are Assigned to Them in the Workflow

Symptoms
ACTUAL BEHAVIOR
When Customizing Email Templates, only some users receive them, other users receive the standard email.
EXPECTED BEHAVIOR
All users to receive the correct customized email
STEPS
The issue can be reproduced at will with the following steps:
- Log into the Unifier application
- Navigate to Company Workspace > Business Process (BP) > [BUSINESS_PROCESS_NAME] > Content > Email content
- Create a customized email content
- Navigate to the Business Process
- Assign users to the Workflow steps
- Create a record
- Move the record through the Workflow so an email is triggered for both users
- Notice that they receive different email formats
