ACTUAL BEHAVIOR

When searching for an active, open purchase order to update via the create_change_order template, the following error occurs:

"The requested resource could not be found. (VBAFE-00107)"
The requested resource could not be found. (VBAFE-00107)
Method: GET URI: https<Enviroment URL>/fscmRestApi/resources/11.13.18.05/draftPurchaseOrders?offset=0&limit=1&q=OrderNumber+LIKE+'PO004477*'
The remote server returned an error: (404) Not Found.


However The username being used is active and successfully able to view, create, and change purchase orders within the Procurement module.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  query Purchase Order using Oracle Visual Builder

2. receive the error

"NotFoundException: The requested resource could not be found. (VBAFE-00107)"
