Unable to Setup Both Serial and Parallel Participants for Material Transactions (Doc ID 2829266.1)

Submit material transaction for approval throws error

An error occurred while initiating the approval task flow. Contact your help desk (EDR-2580007)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable e-signature for required Material Transaction say "Inventory Lot Update"
  Setup and Maintenance > Configure Electronic Signature Preferences
  Check Signature Enabled for Inventory Lot Update Transaction

2. Set up multiple participants (parallel & serial) in MtlManagementEresInlineTask for the business requirement of transaction approval should be either serial or parallel based on rules.
   BPM Worklist : Administration > Task Configuration 
   Search for MtlManagementEresInlineTask
   Uncheck "Ignore Participant" checkbox for both serial and parallel participants
   Define rules in rulesets - MtlManagementEresInlineTaskParallelRuleSet and MtlManagementEresInlineTaskSerialRuleSet

3. Submit Lot Update transaction by updating one of the lot fields. Error message is shown.
