Add button should be available
STEPS

The issue can be reproduced at will with the following steps:
1. Go to My Client Groups > Workforce Structures
2. Quick Actions > Area of Responsibility Templates
3. Add button is missing
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create new Area of Responsibility Templates
