JCS Instance Reboot Does Not Start Admin Server (Doc ID 2830981.1)

Symptoms

Starting JCS instance from JCS Console is not bringing up the Admin Server due to which WebLogic Server Admin Console is not accessible. Admin Server startup shows below error

 

Changes

 Customer tried to do Patch PreCheck on the JCS instance for the latest PSU and it failed.
