Goal

When creating a filter, users will define the search criteria for each dimension, and in some cases, will want to exclude certain members from the full return set.  In many cases, the user wants a certain set of members returned, but will desire to exclude certain members from the filter.  In many cases this may be achieved by specifying all members to return, but it may be tedious.  To get around this, the user would like to just define a broad search criteria, and then filter out a few members as needed.
