PRC:PO: Cannot Edit Any Distribution Lines on a Purchase Order (PO) When There Is a Distribution Line That Has a Closed Project

Symptoms
On : 11.13.21.07.0 version, Purchase Orders
Cannot make changes to a PO Distribution line if any of the Distribution lines are associated to a closed Project.
ERROR
Project xxxxxx is not in the list of Values.
STEPS TO REPRODUCE
1. Create a multiple Project PO (different Project on each line) where one Project is closed on one of the
PO lines (ie: line 1)
2. Go to Distributions tab
3. Change order amount on a Distribution that does not have a closed Project (ie: line 2)
4. Actions > Validate
5. Error appears:
Project xxxxxx is not in the list of Values.
