Function adf.util.getUserPartyId Returns NULL Value Causing JBO-27024 Error (Doc ID 2833839.1)

Symptoms

When a database trigger contains the function 'adf.util.getUserPartyId'  it is failing with an error:

JBO-27024: Failed to validate a row with key oracle.jbo.Key[xxxxxxxxxxxx ] in ServiceRequestEOJBO-25185: Exception in expression "util" global function getUserPartyId() : java.lang.IllegalArgumentException : Script text to compile cannot be null!]

Changes

 The error can start after a server bounce.
