Symptoms

When trying to load requirements via Visual Builder (Business Object: supplierNegotiations > sections > requirements), the following error occurs:

Create Failed
You must provide a value for the RequirementText attribute. (FND:::FND_CMN_REQ_ATTRIB_API_SERV)

Steps to Reproduce:
1. Open Excel
2. Go to Oracle Visual Builder
3. Click on Designer
4. Provide Web Address URL
5. Press Ok
6. Login to POD
7. Choose Business Object
   >> supplierNegotiations > sections > requirements
8. Press OK
9. Enter the data into the sheet
10. Upload
11. Error
