System IS Generating IC Balancing Line With Same BSV Value : The IC account does not exist and can't be created FND_VS_VALUES_NOT_RELATED (Doc ID 2835094.1)

On : 11.13.21.10.0 version, Set Up FCR-Set Up and Maintain Intercompany Processing Rules

When attempting to setup clearing BSV to handle Many-to-Many BSV balancing with in the same Legal Entity and using the this clearing BSV value in the IC journal, the system is  trying to create Intracompany balancing lines with same BSV value in primary segment as well as Intercompany  segment. The journal shows the following:

Batch Status: The IC account 999.00.12341.0000.00000.0000.999.0000 does not exist and can't be created . Details : Review the error returned: FND_VS_VALUES_NOT_RELATED

STEPS

The issue can be reproduced at will with the following steps:
1. Setup value set related between Legal Entity and Intercompany
2. Have Intracompany clearing rule setup as:
Clearing Option : Use clearing company for all many-to-many journals CLEARING_BSV: 999
3. Crate a M-M journal
