On : 11.13.22.01.0 version

Post P2T, Submit Offline Transactions ESS job to process credit card settlements is ending with error in test environment:

oracle.apps.financials.payments.sharedSetup.transmissions.publicModel.util.HttpPostFunction::IO Error: java.io.IOException: Server returned HTTP response code: 500 for URL: https://ics2wstest.ic3.com:443/commerce/1.x/transactionProcessor
