Clarification On Xitem API - Izp_hier_level Field

Goal
The description of the XItemDesc.izp_hier_level field in the Oracle Retail Reference Library (RRL) 2020 Release 2 is as follows:
"The level of the organizational hierarchy used to create item\zone\price relationships. Valid values are CH (chain), AR (area), RE (region), DI (district), S (store), and W (warehouse)."
Does this mean that when an item\zone\price information is included in the payload, then that price will only apply to the locations under the provided hierarchy ID.
Using the following store hierarchy/rpm zone configuration example:
Region District Store Currency Code Zone Group ID Zone ID
1 11 101 NZD 20 201
2 12 102 NZD 20 201
3 13 103 USD 20 202
An xitemcre message is then passed with a price of $20 where the izp_hier_level is 'RE' and the hier_id is '1'.
The expectation is that the $20 will only reflect in zone_id 201.
In the case of store 102, it makes sense for it to inherit the $20 price since it falls under the same zone as store 101 even though it is in a different region.
For store 103- based on the definition of izp_hier_level should not have the price of $20 in USD currency since it falls under a different region/zone_id. However, the same price is applied to zone 103, but is converted to its local currency.
