List of Smart Nav Actions (Accessed by Orange Dot Menu on Person's Photo) is Not as Expected

Symptoms
The list of actions which are shown when going to:
- My Client Groups
- Show More (quick actions)
- Employment Info
- <search for a person>
- click on the smartNav menu (3 orange dots icon by the Person's name)
Are not the actions that are expected to be seen.
For example, "Transfer" is not available from the SmartNav menu, but it is set to available in:
Tools/Structure/My Client Groups/click on 'quick actions'/search for Transfer
