Bulk Plan With Carrier Capacity Not Respecting Pickup Time Frame

Symptoms
When you plan multiple order release, for which the full carrier capacity is not available within the pickup window time frame, OTM plans the shipment outside the pickup window to account for the capacity carrier
As an example, if there are 2 order release, for which there is capacity only for 1 load and not other within the Pickup Window as below
Early Pickup: Monday, Late Pickup: Wednesday
1.If we plan one order first, it gets planned on Monday.
2.Then when we plan the second order, it fails to plan due to lack of capacity, and it is correct result.
3. However, if we plan both the orders together, one order will get planned correctly on Monday, whereas the second order will get incorrectly
planned on Thursday violating its pickup window.
