A User Is Not Able To Create Business Process In the Unifier Environment

Symptoms
When a user attempts to create a new Business Process (BP), the "New" button in uDesigner > Business Processes is grayed out or disabled.
EXPECTED BEHAVIOR

The User is expecting to be able to create new Business Processes in uDesigner.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log into Unifier
- Navigate to Company Workspace > Admin Mode > uDesigner > Business Processes.
- Note that "New" is grayed out or disabled and the user cannot create new BP.
- Navigate to Company Workspace > Admin Mode > User Administration > Partner Users > Open user that is primary contact in SR > Permissions tab > Admin mode access > uDesigner > All > Business Processes > Full Access, Design, View, Deploy are all checked as user is member of Company Administrators.
