For Newly Created Templates, Why Receipt Requirement Is not Getting Triggered? (Doc ID 2847543.1)

Goal

In template configuration,receipt requirement was setup as Mandatory for expense above CAD 0.  But yet at the time of creating expenses, system is allowing to submit expenses without receipt too.
Why is this happening?
