Data Is Not Captured In Receipt Accrual Despite Legal Entity EST Timezone Setup (Doc ID 2848026.1)

Symptoms

On : 11.13.21.07.0 version, Receipt Accounting

Data isn't captured in Receipt Accrual despite the Legal Entity Timezone being setup as EST
Expect all receipts processed on July 31st to appear in July Period End Accrual Process.

Client business operations are held in EST timezone but when the transactions are processed to the base tables, the timezones are converting to UTC.

The Legal Entity Timezone was updated to EST, however when running the Period End accrual process for a period, it is not considering the Receipt Accrual transactions created after 8:00 PM on 31st of July/end of month.
If the receipt is processed on July 31st, after 08:15 PM EST, when it is accounted the transaction date shows as Aug 1st at 12:15 AM and it will fall under August Accounting period despite being targeted for July Period.

Due to this issue, users cannot see Period End Accrual for July period capture all Receipt Accrual data for all transactions processed July 31st after 8 pm EST, despite the Legal Entity Timezone being setup as EST.
