User Receive Error When Try To Withdraw A Suspended Transaction [JBO-29000: Unexpected exception caught: oracle.jbo.JboException] (Doc ID 2848479.1)

Symptoms

 On : 11.13.21.10 and 11.13.22.01  version, Goal Management

When attempting to Withdraw transaction that was suspended by the Manager the following errors can occur

ERROR Option 1

JBO-2900: Unxepected exception caught: java.lang.RuntimeException, msg=Caller doesn't have enough permission to call this method

ERROR Option 2
-----------------------
JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=JBO-29000: Unexpected exception caught: java.security.AccessControlException, msg=access denied ("oracle.fabric.permission.InstancePermission" "default" "monitor")

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Navigate to Me > Career and Performance > Goals > Sent a Goal for approval

2. Assignee of the transaction from step 1 ( Manager) Navigates to Bell Icon > Actions > Suspend Goal Transaction

3. While transaction is suspended Employee Navigates to Me > Career and Performance > Goals > Click on Approval link > Click on withdraw > error triggered

3. Replicated this with seeded role, same error

4. Suspended transaction can be viewed in BPM Worklist
