Capture Error Committing to Assets "Error searching content item in Content Repository"

Symptoms
We have created a procedure that creates an asset only if it doesn't already exist based on a search parameter. Within the Capture client application we can view the batch and see an error. The error is as follows:
"Error searching content item in Content Repository "OSA_Secure" with username "<username>" [errorMessage: null]
