Qn1:On : 11.13.21.10.0 version, Manage Contract Revenue

Is there any Change in PJB_XLA_REV_LINES_V in 21D has caused failure in Report ?

As this View has been changed in 21D upgrade where a new table has been introduced in query 'XLA_EVENTS_GT', which does not have any data and due to this the report is not able to fetch any data.
 
Qn2: Why the change was not documented in 21D release notes?
