ADF_FACES-60097 Error When User Try to Expand Competency Section of a Job Profile From Career Development (Doc ID 2849000.1)

Symptoms

An error is thrown when the user tries to expand Competency section of a Job profile from Career Development ( Me → Career and Performance → Career development → Explore Roles → Search and Open a Job Profile). It could either be an EmptyStackException or NullPointerException or simply an ADFFaces Error. Please refer the screenshot below .

Issue may occur from 22A onwards.
Issue may arise for the existing competency sections, especially seeded competency section or sections created during V1-V2 migration.
