Symptoms

Additional CFAs attribute created for all storeCre messages published to RMS.

We see that additional CFAS attribute is created for all store create messages even when the CFAS was not part of the store create message.

For eg: For a store, there is the CFAS attribute 25003 MERCH_TAX_ID created with all values as NULL, even when the store message was published only with a single CFAS attribute with GROUP ID = 1.

Steps To Recreate:

1. Create Multiple CFA group for Store.
2. Send Store Create message and select on one CFA Group
3. CFAs for other group will also get created in RMS
