Workbench Screen is not Loading from Custom Menu With Error "You do not have rights to query Transportation_Workbench" (Doc ID 2849289.1)

Symptoms

You are unable to get the correct workbench on an assigned user.

The workbench is working fine at ADMIN LEVEL but when we check on a custom user role the DESIGN Screen of workbench is getting open instead of the assigned workbench.

In the logs we see error:
